Where is the site located?

We’re planning to develop a new care home on the site of the former Staines Fire Station on Town Lane, Stanwell, Staines TW19 7JP

How big is the proposed site?

The site covers 0.33 hectares (0.82 acres).

Why has this site been chosen?

The site has been vacant since 2019 and was marketed for redevelopment in 2025. It is in a residential area with a range of services and amenities nearby including Ashford Hospital, Tesco Extra and local shops and facilities. The site is in a sustainable location benefiting from strong transport links, providing good access for staff, visitors and deliveries. The A30 and M25 are close by, Ashford and Staines railway stations offer direct services to London Waterloo in under 40 minutes, and several bus routes connect the area with nearby towns.

The site area and configuration allow for the development of a well-designed, modern care home. Analysis of local demand shows that there is a significant shortfall of 270 market standard, wet room care bedrooms within a two mile radius of the site.

How does the care home fit with the surrounding area?

The care home site is immediately adjacent to Staines Reservoir with residential apartments to the south and east. Directly opposite is West Plaza, a prominent residential building of up to six storeys, and Falcon House which is a small block of residential apartments to the south. We have developed the design of the proposals following our analysis of the physical characteristics of the site and surrounding area and have refined these in response to pre-application feedback from the Council, reducing the height of the building and improving its relationship with neighbouring development by repositioning the four-storey part of the building to the western side of the site and setting it back from Town Lane and Falcon House. The three-storey part now faces Falcon House and forms the main elevation onto Town Lane. We have also designed the building as two distinct but complementary sections to help break down its overall scale.

How will the site be accessed?

In response to advice from Surrey County Council Highways and National Highways the access into the site will be from Town Lane, towards the southern end of the site, in a central position between the A30 junction and the Hospital/Tesco junction.

Two new pedestrian accesses will be created from Town Lane, one adjacent to the vehicular access to provide direct access to the building entrance and one towards the northern corner of the site.

The car park would sit to the south of the site, with a left turn in and left turn out only to prevent vehicles from waiting on the highway or turning across traffic on Town Lane, thereby maintaining traffic flow and overall road safety. The car park has been carefully designed to accommodate larger refuse and emergency vehicles together with private cars, with adequate room to manoeuvre safely.

What are the benefits of the proposed development?

There are not enough modern, high quality care homes in the local area to meet the needs of the community and our analysis has identified a significant under-provision of market standard care bed rooms within the local area. The proposed development offers a number of benefits:

  • Purpose-built accommodation designed to a market-standard which will be CQC (Care Quality Commission) registered meeting a genuine local need for care provision
  • Person-centred 24/7 care, delivered with dignity, warmth and compassion
  • Providing care within established communities supports residents’ wellbeing and allows families to remain closely involved
  • Many residents moving into care homes vacate family housing, helping to free up much-needed homes locally
  • Providing the capacity needed to facilitate hospital discharges, which helps to reduce NHS costs and improve patient wellbeing
  • The development will create significant local job opportunities both during construction and once operational
  • The building will be constructed to modern sustainability and energy efficiency standards

Will the development be sustainable?

Yes. The development will target achieving a BREEAM (Building Research Establishment Environmental Assessment Method) Excellent classification*. We will be utilising air source heat pumps and solar PV, delivering an all electric scheme without the reliance on Gas.

The new care home will be designed to meet high standards of efficiency and sustainability, in line with planning policy. Measures will include:

  • Maximising natural daylight and a reduction of on-site carbon dioxide
  • Water efficiency measures
  • The use of renewable technology including Air Source Heat Pumps and Solar PV panels
  • Modern, energy-efficient construction methods

Further sustainability details will be provided as part of the full planning application.

How will the site be landscaped? 

We have carefully designed the layout so the building and landscaping work in harmony with each other. The three existing mature trees to the north-east of the site will be retained and new planting is proposed within the secure garden and along the southern boundary to help screen the site from Falcon House.

 

Will there be any impact on local wildlife?

An Ecological Appraisal alongside any required ecological surveys will be submitted as part of any forthcoming planning application, with any required mitigation in place as part of the development proposals to ensure no adverse impacts on protected species.

As requested by the Council we will also be liaising with both Natural England and Surrey Wildlife Trust on our proposed scheme as part of the planning process.

A detailed landscape design will be provided at the full planning application stage which will prioritise Biodiversity Net Gain (BNG) requirements and site-specific ecological considerations. Proposed boundary planting will comprise predominantly native species and support local biodiversity.

 

 

How will neighbouring residents' privacy and amenity be protected?

We have designed the care home to protect privacy and create an appropriate relationship with neighbouring homes, including Falcon House where an appropriate separation distance has been maintained, in compliance with local planning policy. No habitable rooms would overlook the north of the site towards the existing substation. We also propose additional planting along the southern boundary, between the car park and Falcon House.

Who is leading the project?

Perseus Land & Developments Ltd is bringing forward the proposal. Perseus Land & Developments Limited is a developer and facilitator of bespoke residential accommodation for older people with both emerging and acute care needs, including sheltered housing, extra care housing and care homes.

The company is led by Managing Director, Duncan Ford, who has over 20 years’ experience in the healthcare property sector, working with high-end private and not-for-profit healthcare operating partners alike. Duncan has acquired, obtained planning consent for and developed over 50 care-led developments throughout the UK, from Exeter to Edinburgh and many places in between.

The team is working closely with Spelthorne District Council, as the local planning authority, and with local stakeholders.

What happens next?

We are holding a public consultation from 25th September to 16th October 2026.

The consultation includes:

  • A letter sent to residents and businesses within a 400m radius of the proposed care home
  • A dedicated consultation website
  • Opportunities to give feedback online or by email

We expect to submit a full planning application in October 2026.

If the application is approved, we expect construction to start within 3-4 months of receipt of the unchallenged planning decision notice and the development will take approximately 18 months to complete.
